M5-04 Follow-Up / Reminder Emails for Disclosure

Overview

Nudge emails to candidates who've received a disclosure request but haven't responded yet — the disclosure-side equivalent of M3-12.

Backend Tasks

• Extend the reminder-service pattern from M3-12 to cover unresponded disclosure requests
• Per the email template wireframe (docs/design/ui-designs/credential-disclosure/email-template-editor.html), this should be a configurable multi-stage sequence — "first follow-up after X," "second follow-up after Y," and a maximum number of follow-ups — not a single generic reminder. Confirm this staged approach is wanted before building just one reminder.

Frontend Tasks

• Allow org admins to configure reminder cadence/wording for disclosure (shared config surface with issuing reminders)
• Reflect the multi-stage follow-up settings (first/second follow-up timing, max follow-ups) shown in the wireframe above

Dependencies

• M5-03 disclosure email — reminders reuse this template/tracking.
• M3-12 reminder emails — direct pattern reuse.

Acceptance Criteria

• Reminder email functionality operates (per SOW Appendix 3, FR2 acceptance criteria)
